He founded “Jeffrey’s Delicatessen” and opened his first location in the Dayton Mall in Dayton, Ohio.

With his experience in the sandwich field, his trip to Philadelphia helped him discover and appreciate the popularity of the cheesesteak sandwich. As a result, he decided to offer the variant in his restaurant which instantly became a hit among local diners.

The birth of Penn Station came when Osterfeld decided to expand his restaurant operations in 1985. The first location was in Cincinnati with just 4 sandwich options, with cheesesteak one of them. This is also where the fresh-cut french fries and freshly-squeezed lemonades were first served, becoming distinctive menu items for the eatery later on.

Just two years later, Osterfeld started opening additional Penn Station locations around Cincinnati. After a while, he started selling franchises so new stores were opened in places like Nashville, Louisville, and St. Louis.
